한 총리, OECD 각료이사회 참석 및 Lamy WTO 사무총장 면담


□ 한승수 국무총리는 6.24(수) 프랑스 파리에서 개막된 OECD 각료이사회에 의장으로 참석하여, 각료이사회 개막식 개회 연설을 한후, 경제 성장 회복을 위한 OECD 역할에 관한 각료들의 논의를 주재하였다. 


ㅇ 한 총리는 개회연설을 통해 “현재 세계 경제가 전례 없는 위기에 직면하고있는 만큼, 위기극복을 위한 국제사회의 공조가 매우 중요함”을 강조하는 한편, 


-  “각료이사회에서 현재의 기후변화위기를 계기로 녹색성장책을 실현하기 위한 구체적 결과를 도출해야 할 것”이라고 촉구하였다.

ㅇ 개회식에 이어 진행된 경제위기극복 세션에서는 경제위기의 재발방지를 위한건실한 경제시스템 구축방안이 논의된 가운데, 


-  한 총리는 급박한 경제위기 극복과정에서 다소 소홀해지기 쉬운 실업 등 사회‧노동 문제와 대개도국 지원 등에 대한 각국의 보다 적극적인 관심을 촉구하였고, 


ㅇ 각국 각료 및 OECD 대사들이 참석한 만찬 세션에서는 OECD가 G20등 신흥국이참여하는 global governance와 협력을 강화할 필요성을 강조하였다. 


□ OECD 각료이사회는 30개 회원국의 경제‧외교통상 장관들이 

참석하는 최고위급 회의로서 우리나라가 의장직을 맡은 것은 1996년 OECD 가입 이후 최초이다.


 ㅇ 금번 각료이사회는 세계 경제 침체가 심화되는 상황하에서 “위기와 그 이후: 더 강하고, 더 깨끗하고 더 공정한 세계경제 건설(The Crisis and Beyond: Building a Stronger, Cleaner and Fairer World Economy)라는 주제 하에


- 계경제 위기 극복, 국제정책협력에 있어 OECD 역할, 녹색성장, 무역과 투자 자유화 등의 주요 관심사를 논의한다. 


 이번 회의에는 OECD 30개 회원국 뿐만 아니라, 현재 신규가입협상이행 중인 5개국(러시아, 칠레, 이스라엘, 슬로베니아, 에스토니아) 및 OECD가 관계강화를 추진하는 5개국(중국, 인도, 인도네시아, 남아공, 브라질)의 각료도 함께 참석하였다.


□ 한편, 한 총리는 각료이사회 개막식에 앞서, 파스칼 라미 WTO 사무총장과 면담하고, 현 세계경제위기의 극복방안과 DDA 협상 및 보호무역주의 동향에 관하여 심도 있게 논의하였다. 


ㅇ 한 총리는 세계 경제위기 극복을 위한 DDA 협상의 조속한 타결중요성을 강조하는 한편, 이명박 대통령이 G20 워싱턴정상회의에서 제안한 보호무역장벽 동결(standstill) 합의사항 이행을위해 WTO가 각국의 보호무역조치를 모니터링해 온 노력을 평가하였다.

ㅇ WTO는 그간 2차례에 걸쳐 각국의 무역조치, 경기부양책, 금융산업 지원에 대해 모니터링 보고서를 회람(1.26, 3.26)하고 회의 개최(2.9, 4.14)

Distinguished delegates,

Ladies and gentlemen,


Permit me to first extend my deepest gratitude to Secretary- General Gurria and all the member countries for entrusting to me, the chairmanship of the Ministerial Council Meeting. 


I wish to extend my warmest welcome all of you, in particular the countries for potential accession and countries for enhanced engagement with the OECD.


My special thanks go to Denmark, Italyand the UK for accepting the role of Vice- Chair at the MCM. Given the gravity of the current situation facingthe world economy, the OECD Secretariat proposed extending an invitation to three countries as vice- chairs this year.


I believe that the unique composition of theMCM Bureau, whose members are respectively hosting this year’s COP- 15, G- 8 and G- 20, will make this year’s MCM an even more productive forum aimed at addressing the current global challenges.


Before I begin, allow me to share several personal anecdotes on my longstanding relationship with the OECD. 


Back in 1996, in my capacity as Deputy Prime Minister and Minister of Finance, I was then the chief principal minister in charge of negotiations for Korea's accession to the OECD. Ambassador Kim, Choong- soo was then chief liaison officer in Paris. Although the negotiations were difficult and intense, Korea successfully joined in the OECD in December 1996.


Since then, I have shareda very special attachment to the Organization. This affection only deepened as I observed an increasingly closer association between Korea and the OECD. 


With this in mind, I am tremendously pleased to be afforded the opportunity to renew my engagement with the OECD by assuming the chairmanship of the MCM.


Ladies and gentlemen,


The main theme of this year’s MCM is aptly entitled "The Crisis and Beyond: Building a Stronger, Cleaner and Fairer World Economy."

We are invariably charting through some very difficult times and the road to recovery is shrouded with obstacles. According to the OECD Economic Outlook published recently, OECD members are expected to suffer a substantial contraction of real GDP in 2009, and global trade volumes will show a sharp drop. To make matters worse, unemployment rates in OECD member states are projected to reach double- digit levels by the end of 2010. 


With such daunting challenges that lay ahead, the major economies have been trying their utmost to reform their ailing financial systems and stimulate the real economy. In line with these efforts, we, OECD members, should make the best use of the 2009 MCM to deal with these challenges in the most effective and resolute way. 


The MCM has served asan excellent platform for OECD Members to exchange views on pressing global economic issues and to identify viable policy options. Only through collaboration can we truly lift the world economy from the abyss of financial crisis and reinstate long- term growth strategies.


At this year’s MCM, I will seek to focus the forum on several key substantive areas. First, we will review and outline policy strategies in an attempt to find a road to recovery from the current economic crisis. Second, we will examine the root causes of the systemic failures in the financial sector. Third, we will consider the various proposed stimulus packages designed to boost the real economy. Lastly, competition, innovation and exit policies will be reviewed so as to chart a new path to move towards a stronger, healthier and more secure world economy. 


This year’s MCM will not shy away from addressing social issues as well. Growing unemployment is a major cause forconcern, as is the loss of momentum in reaching the Millennium Development Goals 

(MDGs). We must find feasible solutions to the social consequences resulting from the current economic crisis without losing sight of the importance of achieving the MDG priorities. 


Another key issue we will seriously explore at the MCM will be how to keep the market open while also creating effective regulatory and oversight mechanisms. Given that trade is one of the major vehicles of globalization, it is indeed striking that world trade volumes have fallen for the first time in 25 years this year. 


In this time of economic uncertainty and crisis, policymakers are likely to be more inclined to look toward protectionist measures. And yet we have learned from history that the path of protectionism is always the worst possible option. 


In their two previous meetings, the G- 20 world leaders agreed that we should not repeat what the political leaders at the time of the Great Depression of 1930s did by raising tariff rates to protect their own industries. This policy of so- called 'Beggar Thy Neighbor Policy' proved to be self- defeating, plunging the world economy further into a deeper depression. This is a very important lesson that we all have to bear in mind when dealing with the current economic crisis.


We must reiterate our determination to fight protectionism as well as renew our commitment to an early conclusion of the Doha Development Agenda to promote free and fair trade.


A longer- term perspective will also be included in this MCM as we look beyond the current crisis at issues such as green growth. Concurrent to the economic crisis, we are confronted by unprecedented environmental challenges. Widespread environmental degradation has contributed to the perilous effects of climate change including the loss of arable land through desertification and water shortages in most parts of the world. 


The impact of climate change is affecting both developed and developing countries without prejudice one way or the other. However, it is the developing countries that are more susceptible to the adverse impact of climate change and more concerned about the prospects for sustainable growth. That is why we must break free of the "old paradigm"that presumed an inevitable trade- off between economic growth and environmental sustainability. Istrongly hope that, at the MCM, we can produce tangible results regarding how to leverage the climate change crisis into an opportunity to effectuate green growth policies.


And last but not least, member countries will also be discussingthe role of the OECD, reiterating their political support and offering guidance on our future direction. We need to pay particular attention to the role of the OECD in global policy coordination while discussing matters concerning the accession process and enhanced engagement policies. 


I intend tomake a few concluding remarks at the end of each 

session. At the closing session tomorrow, I will circulate the "Chair's Summary" which will cover the entire meeting. This summary will also be distributed to the media.


I wishto emphasize that my aim is to have as free- flowing and interactive a discussion as possible. Some Ministers have agreed to open the discussion for each item, but my intention is to give the floor to anyone and everyone who wishes to speak. I may not, however, be able to call upon everyone in the exact order in which their country flag was raised.


I hope that Ministers will feel free to intervene spontaneously and as briefly as possible. I would also ask that you avoid reading prepared statements, and instead make these statements available to the Secretariat for circulation.


Ministers should not hesitate if they wish to react without delay to what a colleague has said by initiating what we call a "two- hander" and waving the country nameplate visibly so as to draw my attention. There will be a one minute time limit in this case.

In order to ensure that there is enough time for everyone to speak, I propose that we limit the interventions by using the timing device displayed on the screen in the middle of the room. Our lead speakers in each session will be given a somewhat longer period to frame the issues.


I hope that we can cooperate in making today and tomorrow’s meeting a great success.

저를 금번 각료이사회 의장으로 선임해주신 Gurria 사무총장님과 각 회원국들에게 깊은 사의를 표명합니다 


오늘 이 자리에 참석해주신 모든 분들을 환영하며, 특히 OECD 가입희망국 및 관계강화국이 이 자리에 참석한 것을 기쁘게 생각합니다. 


세계 경제가 직면한 현재 상황의 중대함을 감안하여, OECD는 덴마크, 이탈리아, 영국을 금번 각료이사회의 부의장국으로 초청하였으며, 초청에 응해주신 이 세 국가에게 특별히 감사의 말씀을 드립니다. 


올해 COP15, G8, G20의 개최국 모두가 참석하는 금번 각료이사회는 현재 직면하고 있는 글로벌 위기 대응을 위한 생산적인 방안을 마련하는 자리가 될 것이라고 확신합니다.


시작하기에 앞서, 여러 해에 걸친 저와 OECD의 각별한 관계에 대한 몇 가지 개인적 일화를 말씀드리고자 합니다.


1996년, 재정경제원 장관과 부총리를 역임하던 시절이었습니다. 저는 당시 대한민국의 OECD 가입을 위한 협상을 총괄하는 지위에 있었고, 김중수 대사는 파리에 주재하고 있는 연락 사무소 총 책임자였습니다. 실로 OECD 가입 협상은 그리 쉽지 않았습니다만, 결국 1996년 12월, 한국은 성공적으로 OECD에 가입하게 되었습니다. 


제가 OECD에 각별한 애정을 갖게 된 것이 그때부터 인 것 같습니다. 그리고 한국과 OECD의 관계가 강화됨에 따라 저의 애정도 더욱 깊어갔습니다. 


저에게 이렇게 특별한 의미를 가지고 있는 OECD의 각료이사회에 의장직을 수임하게 된 것은 저에게 있어 대단한 영광이 아닐 수 없습니다. 


신사숙녀 여러분


금년 각료이사회의 주제는 "위기를 넘어서: 더 강하고, 투명하고 공정한 세계 경제 구축" 입니다. 


우리는 어려운 시간들을 보내고 있으며, 경제 회복으로 가는 길은 수많은 장애물로 막혀있습니다. 최근 발간된 OECD 경제 전망에 따르면, OECD 회원국의 2009년 실질 

GDP는 감소할 것이며, 국제 무역 규모도 급감할 것이라고 합니다. 또한, 2010년 말 OECD 회원국의 실업률은 두 자릿수에 다다르게 될 것입니다. 


이러한 난제들을 직면한 가운데, 주요국들은 실질 경제 부양 및 금융 시스템 개혁에 최선을 다하고 있습니다. 우리 OECD 회원국 역시 2009년 각료이사회를 이러한 도전들에 효율적이고 결연하게 대응하는 계기로 삼아야 할 것입니다. 


금년 각료이사회는 OECD 회원국이 세계 경제 이슈에 대한 의견을 교환하고 실행 가능한 정책들을 확인하는 장(場)의 역할을 톡톡히 해낼 것입니다. 협력을 통해서만이 금융 위기를 극복하여 세계 경제를 부양하고,  장기 성장 전략을 다시 논의할 수 있습니다. 


금년 각료이사회에서 저는 아래의 주요 문제에 대해 초점을 맞추고자 합니다. 우선, 경제회복 방안을 위한 정책적 전략을 모색하고자 합니다. 다음으로, 금융 분야에서의 구조적 문제를 살펴볼 것입니다. 또한, 실물 경제를 활성화 시킬 수 있는 다양한 부양책들을 제안할 것입니다. 마지막으로, 경쟁, 혁신과 탈출 전략이 세계 경제가 강하고 건강하고 더 안정적으로 거듭날 수 있는 역할을 할 수 있는지에 대해 검토해 볼 것입니다. 


금년 각료이사회에서는 사회 문제 또한 중요하게 논의될 것입니다. 실업률 상승은 천년개발목표(MDGs) 달성을 위한 모멘텀을 저하시키는 주요인으로 작용하고 있습니다. 우리는 주요 MDG 달성의 중요성에 유념하며, 현재 경제 위기로부터 파생된 사회적 문제들에 적합한 해결책을 강구해야 합니다. 


금년 각료이사회에서 중요하게 다루어야 할 또 한가지는 시장 개방을 유지하면서 효율적으로 규제하고 및 감독하는 기제를 창조하는 것입니다. 글로벌화의 주요 수단 중 하나가 무역임을 감안할 때, 25년 만에 최초로 세계 무역 규모가 감소하였다는 것은 시사하는 바가 큽니다. 


경제적 불확실성과 위기감이 만연한 현시점에서, 정책입안자들은 보호주의적 조치를 취하는 경향을 보이고 있습니다. 그러나 역사는 보호주의를 결코 선택해서는 안된다는 것을 말해주고 있습니다. 


지난 두 차례의 회의에서, G20 정상들은 1930년대 대공황 당시 자국의 산업을 보호하기 위해 관세율을 높였던 선례를 따르지 않을 것임을 약속하였습니다. 


우리는 보호주의를 저지하기 위한 결의를 되새기며, 자유롭고 공정한 무역을 증진시키기 위한 도하개발아젠다 (DDA)가 조속히 마무리되도록 우리의 역할을 다해야 할 것입니다. 


장기적인 관점에서 금년 각료이사회에서는 녹색 성장과 같은 문제들에 대해서도 살펴보아야 할 것입니다. 경제 위기와 함께, 우리는 전례 없는 환경 문제들에 직면하고 있습니다. 도처에 만연한 환경 악화는 세계 곳곳에서 사막화, 물부족으로 인한 경작지 손실 등  기후변화에 부정적인 영향을 미치고 있습니다.


기후변화는 선진국과 개도국 어느 쪽이라 할 것 없이 영향을 미치고 있습니다. 그러나, 기후변화의 영향에 더 민감하고 또한 지속가능한 성장의 전망에 대해 더 우려하고 있는 것은 개도국들입니다. 따라서 우리는 경제성장과 지속가능한 환경은 상충될 수 밖에 없다는 낡은 사고방식을 버려야 합니다. 금년 각료이사회에서 우리는 현 기후변화 위기를 계기로 녹색성장 정책을 실현하기 위한 구체적인 결과를 도출내야 할 것입니다. 


마지막으로, 우리는 OECD의 역할을 논의하고, 이에 대한 회원국들의 정치적 지지와 미래 방향에 대한 제안을 

제시해야 할 것입니다. 특히, 가입 절차 및 관계강화 정책과 관련하여 글로벌 정책협력에 있어 OECD의 역할에 대하여 특별히 관심을 두고 논의하기를 바랍니다. 


저는 각 세션의 마지막에 정리발언을 하고자 합니다. 내일 마지막 세션에서 저는 회의 전체를 포괄하는 "의장요약문"을 회람할 것입니다. 동 요약문은 언론에도 배포될 예정입니다. 


저의 목표는 가능한 한 자유롭고 활발한 토론을 이끌어내는 것입니다. 일부 각료들께서는 각 의제별의 모두 발언을 해주시기로 했습니다만, 발언을 하시고자 하는 분께는 누구에게나 발언기회를 드리겠습니다. 그러나, 발언을 원하신 순서를 정확히 지켜서 발언기회를 드리지는 못할지도 모르겠습니다. 


참석 각료들께서는 발언시에 가능한 한 자연스럽고 간결하게 해 주시기를 부탁드립니다. 또한 준비된 자료가 있는 경우, 이를 회의중에 읽기보다는 사무국을 통해 회람시켜 주시기 바랍니다.
