(한- 덴마크 총리회담 및 한- 덴마크 녹색성장동맹 제도화 협정 서명)

□ 덴마크를 공식 방문중인 김황식 국무총리는 10.8(화) 헬레 토닝- 슈미트 덴마크 총리와 회담을 갖고, 녹색성장 동맹국이자 전략적 동반자 관계의 양국 관계를 평가하고, 한- 덴마크간 경제‧통상 협력 및 녹색성장 협력 방안을 논의하는 한편, 한반도 정세 및 유럽정세에 대해 심도있게 논의하였다. 

□ 김 총리는 회담 계기에 토닝 총리에게 우리의 녹색기후기금(GCF) 사무국 유치(인천 송도) 논리를 설명하고, 이명박 대통령의 친서를 전달하며 지지를 요청하였다.

□ 우리나라와 덴마크 양국은 총리회담 직후 덴마크 총리실에서 한- 덴마크 녹색성장동맹(Korean- Danish Green Growth Alliance) 제도화 협정에 정식 서명하였다.

※ 서명식은 양국 총리가 임석한 가운데 우리측은 안호영 외교통상부 제1차관이, 덴마크측은 Pia Olsen Dyhr 통상투자장관이 각각 서명

□ 협정에 따르면 양국은 각료급 대표가 참석하는 녹색성장동맹 연례회의를 번갈아 개최하며, 회의 계기에 동맹 목적에 부합하는 협력 MOU 체결 및 정책협의(political consultation)를 진행할 예정이다.

□ 제도화 협정은 녹색성장 증진에 대한 양국 정부의 강한 의지를 재천명하고, 이를 계속 발전시켜 나가기 위한 제도적 기반을 마련함으로써, 녹색성장동맹을 한 차원 끌어올린 것으로 평가된다.

o 한- 덴마크 녹색성장동맹은 2011년 5월 이명박 대통령의 덴마크 국빈방문 계기 출범한 최초의 가치동맹으로서, 정부기관, 연구소, 기업간 다수의 협력 MOU 체결을 이끌며 양국 녹색성장 협력의 구심점이 되고 있다. 

※ 2011.5월 녹색성장동맹 출범식에서 협력서 9건, 2012.5월 제2차 녹색성장동맹 회의에서 제도화 협정 가서명을 포함하여 총 14건의 협력서 체결

(여왕 예방, 대법원장 면담 및 입양인 간담회)

□ 김황식 총리는 마그레테2세 여왕을 예방하여 어느 때보다 긴밀한 양국관계를 평가하고, 양국관계 발전을 위한 여왕과 덴마크 왕실의 관심에 사의를 표하였으며,

□ 또한, 보어 델 대법원장을 면담하여 양국 사법부간 교류 협력 필요성을 논의하였다. 

※ 금번 공식방문을 통해 덴마크 국가원수(여왕) 및 3부요인 전원을 예방 및 면담하여 양국 관계 전반에 대해 의견을 교환

□ 한편, 김 총리는 덴마크 내 한인 입양인 단체인 코리아 클루벤(Korea Klubben) 회원 간담회를 개최하여 한국과 덴마크의 가교 역할을 수행하는 입양인들의 활동을 평가하는 한편, 이들의 애로사항을 청취하고 격려하였다.

□ 김 총리는 10.9(화) 개최된 덴마크 프레데릭 왕세자 주최 3GF 자문위원회 초청 만찬에 참석하여 금번 3GF 성과에 대해 평가하고 향후 한국 및 GGGI와 3GF간의 협력 강화방안 등에 대해서도 폭넓게 논의한 것을 마지막으로 금번 제2차 3GF 참석 및 덴마크 공식방문 일정을 모두 마쳤다.

대한민국 정부와 덴마크왕국 정부(이하 “당사자”라 한다)는

2011년 5월 12일 그러한 유형의 최초 동맹으로서 한- 덴마크 녹색성장동맹의 출범을 인지하고,

기후변화가 현 시대의 가장 심각한 도전과제 중 하나임을 강조하며,

전 지구적으로 그리고 국가적으로 저탄소 녹색성장으로의 패러다임 변화를 추구할 필요성을 강조하고, 이 목표를 위한 공약을 공유하고 있음을 천명하며,

나아가, 글로벌녹색성장연구소(GGGI), 글로벌녹색성장서밋(GGGS) 및 글로벌녹색성장포럼(3GF)과 같은 다자 이니셔티브에 대한 상호 참여 및 지지의 중요성을 강조하면서,

다음과 같이 합의하였다.

제1조

한- 덴마크 녹색성장동맹의 목적

녹색성장, 화석연료에 대한 의존도 감소, 보다 자원 효율적이고 지속가능한 경제, 녹색기술 증진 및 전 지구적 차원의 녹색성장을 위한 양국의 야심찬 국가전략에 비추어, 당사자는 정치 및 민- 관 영역에 걸쳐 이러한 분야에 대한 협력을 강화하기 위해 한- 덴마크 녹색성장동맹(이하 “녹색성장동맹”이라 한다)을 제도화하기로 한다.

제2조

협력의 형태

1. 당사자는 덴마크왕국과 대한민국에서 교대로 녹색성장동맹 연례회의를 개최하는 데 동의한다. 이 회의는, 당사자가 달리 결정하지 않는 한, 양 당사자의 각료급 대표가 참석하여 개최한다.

2. 연례회의에는 정부, 공공기관, 민간기업, 연구기관 및 녹색성장동맹 목적 증진에 부합하는 그 밖의 행위자로부터의 대표가 포함된다.

3. 녹색성장동맹 회의에 참여하는 기관, 기업 및 그 밖의 행위자 간에, 이 회의를 계기로, 녹색성장동맹 목적에 부합하는 범위에서 협력약정을 체결할 수 있다.

4. 녹색성장동맹 범위 내에서 정치적 협의는 연례회의와 연계하여 이루어진다.

5. 당사자는 이 협정에 따라 이루어지는 추가적인 구체적 활동에 상호 합의할 수 있다.

제3조

녹색성장동맹 조직

1. 녹색성장동맹은 이 협정의 목적과 관련된 사안에 있어서 대한민국과 덴마크왕국의 정부 기관 간 중요한 협력의 기본 틀을 제공한다.

2. 이 협정의 이행을 위한 각 당사자의 적절한 부는 대한민국 외교통상부와 덴마크왕국 외교부이다. 두 부는 이 협정 이행에 필요한 사무국 기능을 수행한다.

3. 당사자는 이 협정에 따른 활동을 조율하기 위해 집행 기관을 지정할 수 있으며, 이 협정 이행에 그 밖의 정부기관을 포함할 수 있다.

제4조

재정

녹색성장동맹 연례회의를 개최하는 당사자는 연례회의 운영비용을 부담한다. 당사자가 달리 결정하지 않는 한, 방문 당사자는 연례회의 참석과 관련한 여행 및 숙박 비용을 부담한다.

제5조

분쟁 해결

이 협정의 해석 또는 적용과 관련하여 당사자 간에 분쟁이 발생하는 경우, 당사자는 교섭을 통해 분쟁을 해결한다.

제6조

발효, 존속 기간, 종료 및 개정

1. 이 협정은 서명한 날에 발효한다.

2. 이 협정은 5년의 기간 동안 유효하며, 어느 한쪽 당사자가 이 협정의 종료 의사를 그러한 5년 기간의 만료일부터 늦어도 6개월 전에 다른 쪽 당사자에게 통보하지 않는 한, 5년의 후속기간씩 자동으로 연장된다.

3. 어느 한쪽 당사자는 이 협정의 개정을 요청할 수 있다. 당사자가 합의한 모든 개정사항은 이 조의 제1항에 규정된 절차에 따라 발효한다.

이상의 증거로, 아래 서명자는 그들 각자의 정부로부터 정당하게 권한을 위임받아 이 협정에 서명하였다.

AGREEMENT ON THE KOREAN- DANISH GREEN GROWTH ALLIANCE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF KOREA AND THE GOVERNMENT OF THE KINGDOM OF DENMARK

The Government of the Republic of Korea and the Government of the Kingdom of Denmark (hereafter referred to as the "Parties"),

Recognising the launch of the Korean- Danish Green Growth Alliance on 12 May 2011 as the first alliance of its kind;

Emphasising that climate change is one of the greatest challenges of our time;

Stressing the need to promote a paradigm shift towards low- carbon green growth both globally and nationally, and asserting a shared commitment to this end; and

Further underlining the importance of engaging in and supporting each other on multilateral initiatives, such as the Global Green Growth Institute (GGGI), the Global Green Growth Summit (GGGS) and the Global Green Growth Forum (3GF);

Have agreed as follows:

Article 1

Aims of the Korean- Danish Green Growth Alliance

In light of the ambitious national strategies of the two countries for green growth, lessened dependence on fossil- fuel, more resource efficient and sustainable economies, promotion of green technologies and green growth on a global scale, the Parties shall institutionalise the Korean- Danish Green Growth Alliance (hereinafter referred to as the "Green Growth Alliance") to strengthen cooperation in these areas across the political, public and private spheres.

Article 2

Forms of Cooperation

1.The Parties agree to hold annual meetings of the Green Growth Alliance, alternately in the Kingdom of Denmark and the Republic of Korea. These meetings shall take place with representation at the ministerial level from both Parties, unless the Parties decide otherwise.

2.The annual meetings shall include representatives from government, public institutions, private companies, research institutes and other actors central to the promotion of the aims of the Green Growth Alliance. 

3.Cooperative arrangements between participating institutions, companies and other actors to the meetings of the Green Growth Alliance may be concluded on the occasion of the meetings to the extent that such arrangements correspond with the aims of the Green Growth Alliance. 

4.Political consultations within the scope of the Green Growth Alliance shall be conducted in connection with the annual meetings.

5.Additional specific activities to be undertaken under this Agreement may be mutually agreed upon by the Parties.

Article 3

Organisation of the Green Growth Alliance

1.The Green Growth Alliance shall provide the overarching framework for cooperation between government agencies of the Republic of Korea and the Kingdom of Denmark in matters in relation to the aims of this Agreement. 

2.The relevant ministry for each Party for the purpose of implementing this Agreement shall be as follows: the Ministry of Foreign Affairs and Trade of the Republic and Korea; the Ministry of Foreign Affairs of the Kingdom of Denmark. Both Ministries will carry out the secretariat functions necessary for the implementation of this Agreement. 

3.The Parties may designate an executive agency to coordinate the activities under this Agreement and may involve other government agencies in the implementation of this Agreement.

Article 4

Financing

The Party hosting the annual meeting of the Green Growth Alliance shall bear the costs of conducting the annual meeting. The visiting Party shall bear the travel and accommodation costs related to its participation in the annual meeting, unless the Parties decide otherwise.

Article 5

Dispute Settlement

Should any dispute arise between the Parties with regard to the interpretation or application of this Agreement, the Parties shall settle the dispute through negotiation. 

Article 6

Entry into Force, Duration, Termination and Amendment

1.This Agreement shall enter into force on the date of signature.

2.This Agreement shall remain in force for a period of five (5)years and shall be automatically be extended for successive five- year periods, unless either Party notifies the other Party of its intention to terminate the Agreement no less than six (6) months prior to the expiration of any such five- year period.

3.Either Party may request the amendment of this Agreement. Any amendment agreed upon by the Parties shall enter into force in accordance with the procedures stipulated in paragraph 1 of this Article. 

IN WITNESS WHEREOF, the undersigned, being duly authorized by their respective Governments, have signed this Agreement.
